If I try to sell PSP ISO games that you can download from your computer for free is that illegal?
If I only provide websites and instructions but not give the real thing is that consider illegal? I mean I can make your psp play all the psp games for free but can I charge for it?

Yes it is… very illegal. Especially when you are making money.
